If you're a rookie team, are you required to fill out the Chairman's award if you're part of the NASA grant regardless??
If so, is the DVD portion due February 16th or the day of the Competition in March?

You are required to submit the Chairman's essay and the responses to the executive summary questions.
If for some reason you do not make the deadline you can mail the responses to ARC-FRC-Reqs@mail.nasa.gov
Rookies cannot interview for nor earn the Chairman's Award.
The DVD requirement is necessary to complete the interview process, which you will not do. Doing a DVD is good practice but not required by NASA.
Completing this requirement is part of the NASA contract and is required for teams that want to apply for 2nd year funding.

So we just have to answer the format and submit a copy to NASA?

That's it, just write it up and submit it. Six questions and one essay. It is a little tough for a rookie but try to understand what the Chairman's process is about and express it accordingly.
