Alright so I want to ad a "portal" type page that shows the most recent posts on my forum. Any idea on how to do that?

Perhaps its not the answer you are looking for, but www.postnuke.com is a PHP-based content management system that has a phpBB addon (www.pnphpbb.com) which, among other things, gives you a most recent posts "block" to show on any pages you like.

postNuke is the whole system, good piece of software. If you don't want the whole package and just want to add on a portal system (like the one here on CD):
MX System (http://www.mx-system.com) -or-
Blend Portal System (http://www.phpbbhacks.com/viewhack.php?id=2748) - The creator had a website, but apparently it went down, so finding support for the system might be a little more difficult.
Otherwise, a search on www.phpbbhacks.com for portal systems should come up with a bunch of results.
