Is it legal to attach a motor directly to a 40amp motor? i look it through in the rule book and there was nothing on it, so i'm assuming it is...?

You mean a motor directly through a 40 A breaker, I take it.
No, that's not allowed. You may use a Spike relay with the low-current motors, through the breaker panel, or a Victor 884 with any motor, also through the breaker panel.
A wench (http://dictionary.reference.com/search?q=wench) is something else. You mean winch. [Edit: Somebody kindly fixed that...it was originally in the title of the post.]
