Is there a specific way you connect the rockwell terminals to eachother and with the end barriers and end anchors?

Yes.
Included in the KOP was a YELLOW jumper bar (PN: 1492-CJJ12-4) [in the BLACK tote] that you can use to connect multiple Rockwell terminal blocks together.
You can customize the jumper by just cutting it to the size you need.
BE CAREFUL, you will only get one chance to cut is, so be certain of what you need.

is there a way to attach the end anchors to the dim rail?

Section 10.2.5.4 of the manual has detailed instructions and a diagram to aid in assembling the Rockwell blocks. http://www.usfirst.org/uploadedFiles/Community/FRC/FRC_Documents_and_Updates/2008_Assets/Manual/10%20-The%20Kit%20of%20Parts-RevB.pdf
Make sure all wires being inserted into the block are stripped to 5/8" to ensure you are getting only copper and not insulation in the screw terminals. If you clamp down on the insulation it's going to wiggle loose, probably at the worst possible time.
Maximum Wire Size and Max Quantity Allowed per 1492-J16xx Terminal
1 - #6 or
1 - #8 or
2 - #10 or
3 - #12 or
4 - #14 or
4 - #16

Section 10 TheKitofParts RevA, has a procedure and drawing of the correct way to assemble the Rockwell Block. You do not need all the blocks if your design does not require them. You may cut the yellow jumper to size for your design.
