A slightly different format for rules and penalties. In excel, can filter by one of several categories for quick reference. Also includes other notes worth mentioning. Currently there are 2 question marks that I'll ask about - they are mention as "not allowed" but doesn't really say...

Currently there are 2 question marks that I'll ask about - they are mention as "not allowed" but doesn't really say what the penalty is. Let me know if anything is wrong. This will be updated as new things come about.
