I'd assume it's just a red light (LED perhaps), maybe even the signal light, used to create a red reflection that the camera may be able to see. Maybe?
Or it's just a Cylon.

I'm all for the Cylon theory... But how'd it end up on Earth?
Probably a red LED to cause a reflection for the camera.
