cRIO Safe Mode Imaging Issue

We are having issues reimaging our cRIO. No matter what position the switch is in the 2012 Imaging Tool says the cRIO is in safe mode. We have tried to restore it by imaing it in safe mode but that does not work either.

That's usually a networking issue. Make sure your IP is correct, subnet is 255.255.255.0, other network adapters are disabled, and any firewalls are turned off.
