One of the mentors on another local team just asked me if we had a "withholding allowance" again this year and how much it was.
Neither of us can find a mention of it in the manuals. Now, it is quite possible we are not searching correctly, but when neither of us can find it.......

So, does anyone here on CD know where a withholding allowance is defined in the rules this year?

It's not called "Withholding Allowance" this year, so a search in the rules for the term is not going to find it.
