Bumper clarification

Hey I want to clarify the bumper rules once and for all. The 8in minimum length. Is that counting length of pool noodle or length of frame covered?

It is the length of the Frame Perimeter that must be covered from each vertex of the Frame Perimeter.

The covering must contain all of the required components of a Bumper, namely the plywood, the pool noodles, the cover, and the attachment method.

The Bumper must also be supported as per [R33].
