I found this (http://www.google.com/imgres?um=1&hl=en&authuser=0&biw=1138&bih=555&tbm=isch&tbnid=P-OZxmo3AxPOAM:&imgrefurl=http://www.airfieldmodels.com/gallery_of_models/rc/thunder_tiger_raptor_30_v2/step_three.htm&docid=Lo0trFgG7i20CM&imgurl=http://www.airfieldmodels.com/gallery_of_models/rc/thunder_tiger_raptor_30_v2/images/18444.jpg&w=360&h=296&ei=LSk8T5qMOqeq2gWWttHzBg&zoom=1&iact=hc&vpx=504&vpy=149&dur=353&hovh=204&hovw=248&tx=188&ty=138&sig=103284310464127100865&page=2&tbnh=169&tbnw=204&start=19&ndsp=13&ved=1t:429,r:2,s:19) to be a good depiction of how a clip like this goes on a shaft.
You need a "groove" for it to sit in.

You use a lathe, and lathe in groves of the correct size into the shaft were you want the clip to sit.
Then you force the clip into the groove with a flat head or something.

A poor man's way to do this is to use a drill press and a hack saw.
