R50 rule requires that fisher price motors are connected to one speed controller. Is the andymark 9015 motor, part am-0912 and the andymark gearmotor am-0914 fisherprice motors, because I want to connect them to relay modules.

Fisher price motors and AM motors are different.
The Fisher Price motors must be connected to a speed controller.
The AM motors can be connected to a spike, but that'll only give full on/off control.
here (http://www.usfirst.org/sites/default/files/MotorInfo4.1.pdf) is the motor specs for the motors.

The Fisher Price motor part numbers are
00968-9013
00801-0673
00968-9015
Why can some motors be controlled by Spikes but some require a speed controller? Is there a legitimate reason here because it seems kind of arbitrary to me.

Amperage, really. The Spikes can't handle a CIM or FP at full load.

Spikes can't handle the am-0912 at full load either.
You might find this useful:
MotorInfo4.1.pdf (http://www.usfirst.org/sites/default/files/MotorInfo4.1.pdf)
This lists the power, RPM, current, etc, for all the motors we can use this year (excluding the automotive motors allowed per [R48]-I). Not easy to find on the FIRST website, but our team found it useful, so I wanted to share.

But according to the motor specs, a BB-550 pulls more amps than any of the FPs except the 0673. Am I misinterpreting the motor specs?

No, you're not.
