Our last cart used all wheelchair electronics. The one in progress right now won't use them at all so we want to use as many of our extra FRC KOP electronics as possible. So my question is what is the best way to run this cart that preferably doesn't include a laptop?

Find a blue control box from the first year the cRios were around. That was 2009/lunacy I believe. My still has ours. We'll use it in a project like that eventually.
Edit: Although, that does still require the cRio, which is more expensive than most small netbooks. If you just want to use the KoP up to the Victors/Jaguars, you can use anything that can output a PWM signal. An arduino or other small microcontroller + io board for example.

It has to be mobile so how would that be powered?
An arduino with some switches would be probably be your best bet, the ardunio takes in 5v and can output PWM the victor needs.
Don't forget about the old IFI control system either.
servo tester (http://www.hobbyking.com/hobbyking/store/uh_viewItem.asp?idProduct=8296)+ any pwm based esc. if you want to have a "tank drive" style drivetrain in the cart, use two esc's, two servo testers and a v-tail mixer (http://www.robotmarketplace.com/products/0-MX-02.html).

VEX works great for small projects thats what were using for our cart
