The decryption test for the 2013 FRC Game Manual has been put up. The PDF redirects to game hint #3. The encrypted manual will be put up tomorrow (Wednesday).

Am I missing something, because I can't find the manual today. I could have just missed a link, but any help is appreciated.

I don't think it has been put up yet. There will probably be a blog post (http://www.usfirst.org/roboticsprograms/frc/blog) when it is put up.
