According to the Axis website (http://www.axis.com/products/cam_m1011/), the M1011 has been discontinued and replaced with the M1013. I actually managed to find some M1013s that are ~$10 cheaper than the M1011s are.

Are we limited in which model camera we can use (outside of things like wireless capability)?

If it costs less than $400 and it's electrically and networking compatible with an FRC bot, it's legal. That doesn't mean it's guaranteed to work with the FRC software, of course.

I don't see any rules requiring the use of a specific camera. The M1013 supports motion jpeg, so it looks like it would be a drop in replacement software wise.
