is there a rule any where against completely covering your bot with retro flective tape?

Not sure if there is a rule, but it would surely be looked down upon as it is not in the spirit of first.
It is a fun idea though. :)

I would say R08 would make this illegal.
ROBOT parts shall not be made from hazardous materials, be unsafe, cause an unsafe condition, or interfere with the operation of other ROBOTS.
Emphasis mine.
Covering your robot with retro-reflective tape would interfere with the operation of another robot as you become almost indistinguishable from a vision target.

heres a quote of the blue box of R08 referring to this specific usage.
C. Any devices or decorations specifically intended to jam or interfere with the remote sensing capabilities of another ROBOT, including vision systems, acoustic range finders, sonars, infrared proximity detectors, etc. (e.g. including imagery on your ROBOT that, to a reasonably astute observer, mimics the VISION TARGET)

Because the vision code uses shape information and not just color, it would likely be ignored. Notice that the driver's end wall has several large vertical stripes and the pyramids have tape on their edge and central pole. This photo was taken with my cell phone with the flash on. By again, it would not be allowed. The field is confusing enough to cameras and sensors without intentional deception.

I do remember hearing them say we would during the kickoff video, however, it does not appear on the KOP checklist, so no.

Another thing to consider, this material is expensive.
If you showed up with your robot covered, you'd likely raise suspicions with your BOM.

The thumbnail is upside down on mine as well.
Path taken? It was snapped on a field in Manchester using my iPhone 4S, carried around in my pocket, emailed to gmail, copied from web page, saved to disk, and then uploaded to CD. Must have had a magnet in my pocket.

Seems like ChiefDelphi's forums don't understand the rotation that that cell phones store in images nowadays, but the full version works because your browser can understand the rotation, and CD didn't muck with that version of the image :P
