Q15 clarified that "The vertical cylinder specified in [G23] is not coupled with the ROBOT'S orientation and is always vertical."
Q40 reiterated tha the horizontal volume requirement of [g23] is relative to the field (floor)
So, if you robot is more than 54 inches tall, and it falls over, it immediately violates G23 54" rule. That is a foul, and the other team gets 3 points. If it can't get back up, then it is a continuous violation, and the other team gets 30 points.

***Keep in mind that this may change in future Team updates.
I do not believe that it was the intent of the rule to penalize teams that fall over, except maybe intentionally to block the flow of the match. But there is a different Penalty for that.

From the Q and A:
A. A tipped ROBOT will not be considered "continuously" breaking [G23]. Please see Team UPDATE 2013-01-11 in reference to your final question.
It appears that you will be assessed a FOUL if your ROBOT tips over, assuming it is not intentionally tipped by the opposing ALLIANCE. However, due to this interpretation, you cannot be assessed a TECHNICAL FOUL for tipping over.

We still haven't figured out any reason to make it more than about 31" tall. But we're working on it, we may come up with something yet.

I'm curious to see how many teams are designing robots that are even taller than 30-35 inches in a starting configuration. It sounds bad, but I don't think this will affect many teams.
