Are there any rules restricting the height of the robot frame from the floor?

No but logically speaking 2 inches since that is the bottom of the bumper zone

What's to say you can't just put the bumpers on risers? I'd say the real factor is the edge around the pyramid.

Alright thanks. I was wondering because I didn't see a rule that said that the robot frame had to be x inches from the floor.

I have also not seen any rule like that.
But I do see that the bumper rules can affect frame height, in some cases.
