Unbalanced Pneumatic Wheel

My team and I have been prototyping a linear shooter using pneumatic wheels and realized that they were not quite balanced. Does anyone have any idea on how we could fix it? :confused:

Putting washers on the side that is unbalanced helps

We tried using the washers and they still wobble.
