Would these be legal to have in a ring around the camera?

There's nothing illegal about the device itself. You'd only have to worry about safety and interfering with vision.

Those Luxeons are bright enough that you would only need one of them near the camera lens to adequately illuminate the vision target. A ring would be seriously excessive.
