As long as it does not transmit wirelessly, I believe it is legal, as per defined in the rules. Check out R90-R94 here (http://frc-manual.usfirst.org/viewItem/181)

You're allowed to use anything to control your robot as long as you have approved driver station software and the controllers you use are not transmitting via wireless communication.
