Height of the bar

for the bottom rung is the 30" at the bottom middle or top of the Piping? any help is awesome

Check the drawing in Section 2.2.5 of the Game Manual (http://frc-manual.usfirst.org/viewItem/3#2.2.5) - the measurement points to the middle of the bar.
