Exceeding frame question ???

The rules state that no part is allowed to exceed your frame in the starting position. Is there any other point in the game this applies? Our hopper shute is OK in our start position but slightly extends beyond the frame in its final hanging configuration.

No, you must only be in STARTING CONFIGURATION at the start of the match.

No. After start of match you are good to expand beyond the perimeter as long as you fit in the 54" cylinder and height doesn't exceed 60/84" height depending on side of field.
