Try to physically reboot the robot using the breaker when it comes up next time it will accomplish the same task that the program is trying and failing on to.

Make sure you're using the 32 bit JDK. 64 bit JDK won't work.

Did you recently reimage the cRIO? What firewall and antivirus are you using?

I've tried everyone's ideas and Netbeans is still telling me "Waiting for cRIO to reboot"
from "deploy" and down this is what it says..
"deploy:

[crio-configure] Checking that crio is configured for Java
Host OS: Windows 7 6.1, 6.1
Host JVM: Java HotSpot(TM) Client VM 20.14-b01

Connecting FTP @10.3.12.2
[crio-deploy] ./build/suite/image.suite -> 10.3.12.2

We had a similar problem with a laptop and found that it was the firewall settings. The student made an exception for the cRIO IP and it connected properly after that.

These IP addresses seem incorrect, unless you are deploying to team 312's robot. They should be configured to 10.38.44.2 and 10.38.44.5.
