what is the file type needed for the DVD turned in to judges at competition for the chairman's award?

The DVD should be burned as a regular video DVD - per the manual. (http://frc-manual.usfirst.org/viewItem/2#6.4.3.4) See Note 1.

Just a standard encoded video DVD that will play on any commercial player (which, yes, does use MPEG-2).
