Dean's List in the District Model?

In New England we are transitioning to the District model in the upcoming year. My question is how does the Dean's List award work within that model? I read last years game manual and read what it says about Michigan and MAR. It appears you do not submit nomination letters at the district event. Is that correct? If only submitted to the District Championship, what do you do if your team does not qualify for the championship? Do you and or your team have to be present to win?

Dean's List is submitted for region championship(all of this applies to Woodie Flowers as well) at the usual Awards deadline, and your team does not have to be present at the region championship to have a student win.
