I noticed this on the instructions page (http://frc-grants.arc.nasa.gov/rcs/directions.php) this evening:

NOTICE: Robotics Alliance Project will be shutting down the grant collection website on September, 30th 2013 at 0:00:00 PST in perpetration for a potential government shutdown on October 1st, 2013. We suggest that applicants submit their applications before September, 30th 2013. At this time it is not known if there will be a government shutdown or how long it may last. Please be aware that a government shutdown supersedes (invalidates) any countdown timers and clocks displayed on this site and within the application portion of the grant application process.

I hope a government shutdown is avoided for many reasons that are bigger than FIRST, but if you had designs on a grant you might want to alter your weekend plans.
