Waiting to connect to OTA command server

Hello glorious members of Chief Delphi,
We here on team 4505 are having trouble with connecting to our CRio. It gives us the "waiting to connect to OTA command server of 10.45.5.2:8001 for past Xs" for obscene amounts of time. We have reimaged, rebooted, changed our subnet, changed back our subnet, rebooted the computer, and all-around gotten depressed... We seek help.

We had this problem the other weekend, and noticed that before it happened, there was red text in the output that said it was changing something on the cRIO since the image updated, and that re-connection may be required. After we power cycled the robot it connected to the OTA server fine.

Have you disabled your firewall? Have you manually rebooted the cRIO as described here? http://wpilib.screenstepslive.com/s/3120/m/7885/l/97458-understanding-the-program-download-process

We have disabled the firewall, but we have not rebooted the CRio manually, we'll try that now. Thanks!
