Is legal if your mounting brackets for your bumper extend down out of the bumper zone? we want the bracket to rap around the bottom of our frame.

If the brackets are part of your bumper system, then they are considered bumper.
R22
BUMPERS must be located entirely within the BUMPER ZONE, which is between two (2) and ten (10) in. from the floor, in reference to the ROBOT standing normally on a flat floor.
If they are part of the robot frame, then they will be considered in the Frame Perimeter size determination.

Per rule R8:
B. Speakers, sirens, air horns, or other audio devices that generate sound at a level sufficient to be a distraction

I think rapping is allowed on the robot as long as it's not too loud.

But if they rap using only their voices? They can scream as loud as they want, I think.

Bumpers: The brackets can extend over or under the frame a bit to make it easier to attach to the frame. Our brackets 'hook' on to the bottom of our frame, and we use pins at the top to hook it there to hold it on tightly. The brackets (and pins) are part of the bumpers.

Just read the bumper rules very, very carefully and follow them religiously. As a robot inspector, I see far more bumper problems at competition than everything else combined.
