Is there anything in the rules that says it is not allowed to start the game with stored energy? For example: springs being stretched to be released?

No. As long as it's safe and follows other rules, its OK.
From the Game Manual
R 34
Non-electrical sources of energy used by the ROBOT, (i.e., stored at the start of a MATCH), shall come only from the following sources:
A. Compressed air stored in the pneumatic system that is legal per R79 and R80,
B. A change in the altitude of the ROBOT center of gravity, and
C. Storage achieved by deformation of ROBOT parts.
No. As long as it's safe and follows other rules, its OK.
It would be nice if you could quote a rule, or at least the rule number.
In this case it's R34, specifically R34C.
