I was wondering if anybody knows if it is possible to run a VEX Bag motor off of a Spike Relay. The motor would just be doing simple forward and reverse to move an appendage, and it would be at a constant rate...

According to Table 4-4 for rule R51, a 217-3351 (Bag motor) is only allowed to be controlled by a Jaguar, Victor, or Talon motor controller.
So no, you can not run a bag motor off a Spike legally.

Also, would you happen to be able to confirm that the maximum number of Talon motor controllers that you can have on the robot is 8? I can't seem to find that portion in the rules manual but I feel that it should be blatantly obvious... I don't know. I'm probably just missing it, but the assist would be greatly appreciated! :]

There is no limit to the number of any speed controller. I don't know where you're getting the 8-Talon limit, but it isn't the Manual.

You can have as many as you want, however you are functionally limited to the number of PWM ports on two sidecars and the number of breaker slots.

You can split a PWM signal to drive 2 or more speed controllers.
