Our CRIO is too tall right now for the platform on which the shooter can go on. This problem can be solved by mounting the CRIO sideways. Is that legal?

There are no rules that prohibit this.

If there is no rule disallowing it, it's legal. (Hint: There's no rule disallowing it.)
Mounting it sideways can even be advantageous in that it's harder for debris to fall in the cRIO. Make sure it's easy to access.
Would Velcro be enough to mount it sideways? It'd kind of be a hassle to mount it to the metal frame... And dangerous

If you really don't want to bolt it down, a combination of velcro and zipties should be more than enough.

I can post our teams "mount" for our compact crio tomorrow. It was designed in inventor and will be printed tomorrow. Files and pictures to follow...

You don't want to mount the cRIO to a metal frame in any case.
The cRIO case is live and you'd be making your robot frame live, too.
The chassis for the cRIO and the Axis 206 camera have grounded enclosures. Under R37 (and for their protection), it is required that they be electrically isolated from the ROBOT frame when installed on the ROBOT.
We've got this 3D-printed mount (https://www.facebook.com/photo.php?fbid=434459833352534&set=a.434459800019204.1073741836.386399201491931&type=3&theater) designed to fit the AM14U cross brace's bottom flange holes and top row of holes. This allows us to mount the cRIO sideways.
Keeping it hollow gives us a bit of flexibility in case we have a particularly bad impact.
(obviously the real cRIO won't be zip-tied on, we just wanted to test fit it - with a "bad" 4-slot nonetheless :))

We've had our cRIO upside down in 2012, On its side in 2013, and this year, on it's front. It's legal, no issues. Just a bit of a pain to maintain sometimes...
We've always just mounted with a piece of angle, bolted onto the cRIO with grommets, and with some of that double-sided tape in the KOP for extra padding.
Never had any issues!
