SITUATION: 4.6.8 R26 C. States "the BUMPER must be backed by the FRAME PERIMETER at least every 8in."
QUESTION: Does this mean the bumper needs to be attached to the frame perimeter every 8 inches or touching the frame perimeter every 8 inches?
