Is there any way for a bystander to recognize that an alliance has committed a foul from the stands? If so, will they be able to tell which team committed the foul?

My thoughts are that it may be hard for scouts to recognize a foul (penalty or technical) from the stands.

When a ref signals a foul, he wave a red or blue flag, the flag color corresponds to the alliance the caused the foul. He or she will also point to the robot that committed the foul.

After the match, at the Head Ref's and Announcer's discretion, fouls, particularly Technical fouls, may be announced. Cards will be shown then as well. Technical fouls may look similar to somebody getting several fouls, BTW. It's a slightly different signal than a normal Foul call.

If the flag waving is followed by the ref crossing their arms like an "X" above their head, then it is the indication of a technical foul.
