Can somebody please convert this to a solid model? I don't have solidworks or a utility to do this.

I don't understand what the problem is, but don't see any geometry from your conversion.
Can somone else give it a try? I need to be able to open this in inventor as a solid and cut parts away.
Thanks again.
I thought Inventor could open STL files by simply importing them. Am I wrong there?

It does. I can open the STL, but it is a surface, not a solid body. I need the file converted to a solid body so that I can edit it like a regular part.
There is an option in Solidworks. When you open the file, from the options menue, you can open as a solid body.

Depending on which version of Inventor you are using, there is a Mesh Enabler application that does what you want.
Here is a tutorial explaining the process.

I've seen this, but Mesh Enabler isn't a free download.

Chad,
I have another team who would like to use Mesh Enabler and am currently trying to get the Inventor 13 and 14 version for teams to use. Should have a reply on Tuesday.

I was able to get Mesh Enabler for 2013. I am running it now to see if the model you posted can converted to a solid.
Will let you know later today.

Phil,
Is this just a thing you can do...or will Autodesk share the Mesh Enabler program with FIRST users?
Also, you said ME for 2013....have you used ME for 2014?

For now the 2013 Mesh Enabler is being issued on an as need basis to FIRST teams.
2014 times out on June 1st, and I assume there will be a 2015 version or it will be integrated into Inventor 2015. I cannot get access to 2014 because it is a cost item for industry partners.
Email me if you want the 2013 version, or send me a model and I can convert for you.
