Are all the referees for Regional events pulled from local volunteers, or do they travel with the fields?

They are volunteers - though they are definitely allowed to volunteer at multiple regionals, if they so desire and are assigned that position multiple times.

That said, refs have to complete specific training and pass it with a high-enough score to qualify for the position.

Yes, I needed that information for when I craft my letter to FIRST about the results of the Arkansas Regional. I just needed to get all my facts straight.

Small fact you might want to know then- the refs that made that call against you in F3 were from Florida.

A little bit (I say this as a recent FL -> New England transplant)
