Tuned into the WPI event, I've been seeing recruitment/branding commercials for major sponsors (Boston Scientific, UTC, etc...) I've never seen that before.

How many events have sponsor commercials playing over their webcast or at the event itself?

What are the guidelines in place (special permission from FIRST, etc)?

I think it's a pretty exciting opportunity for events, especially if there are rules and guidelines in place that keep things more about recruitment and brand advertisement instead of blatant commercial product advertisement.

Championship has promos for Championship sponsors between matches.

I've seen a list of what exactly donations give tierwise...if I can find it I'll share.

I do know, however, that the UTC commercial that airs often is only shown at NEFIRST events.

Often those sponsors help pay for the event so you can play robot. It can easily be no sponsor = no event. If they want to run their commercials they can knock themselves out.

Within reason, I agree.

But I'd like to make sure that FIRST regionals don't get TOO commercialized.

I don't view them as commericals; I view them as sponsor acknowledgements, like the ones on PBS and NPR. They're not in the business of selling airtime like almost every other TV and radio network; they just want to acknowledge their very generous sponsors.
