I, being a programmer, am wondering if there is a REST or similar API for accessing and manipulating data on the ChiefDelphi forums. I might want to put up a scrolling message board or something cool...
I would be interested if there is an official API, or would I just have to do some scraping?

vBulletin would have the API for accessing forum content. Brandon Martus would be the one to contact for all the stuff you'd like to work on pertaining solely to Chief Delphi.

Not sure how "official" it is, but CD-Spy (http://www.chiefdelphi.com/forums/cdspy.php?) exposes an XML api: http://www.chiefdelphi.com/forums/cdspy.php?do=xml

Yeah, CD-Spy is probably the best way to get data. There's an XML link at the very bottom right of the portal, where you can configure which forum(s) you want to pull data from, also.
