Consider these snippets:

G5 Only one ALLIANCE member may be in each HUMAN PLAYER ZONE at a time.

G32 During a MATCH, the ROBOT shall be operated solely by the DRIVERS and/or HUMAN PLAYERS of that Team.

DRIVE TEAM – one (1) COACH, two (2) DRIVERS, and one (1) HUMAN PLAYER from the same FRC Team who are responsible for ROBOT operation during a particular MATCH.

HUMAN PLAYER - a pre-college student DRIVE TEAM member primarily responsible for managing and introducing game pieces onto the FIELD throughout the MATCH.

Compare to the 2014 rule:
3.2.7.12 G42
During a MATCH, the ROBOT shall be operated solely by the DRIVERS of that TEAM.
HP's and Drivers are essentially interchangeable ("Change is coming ...")

Drivers could leave the operator console to do some kind of HP thing (as long as there's only one in the HP ZONE).

HP's could take over the controls of the robot. In effect, a team could have 3 drivers.

Is this maybe referring to the ability of a human player to control the robot from the HP zone?

I like this. Driver and human player badges have always been the same.
