Is there any regulations in the Game Manual stating that a robotics team is denied to build a helicopter as their robot for the competition for Recycle Rush?

Please don't ask us to do your homework for you. If you haven't read the rules (which, given your post, I'm assuming that you need to), then you're three days behind the rest of the FRC world.
I will point out that while it may be legal (as you'll find when you read the rules, it isn't necessarily banned), it will be very difficult considering that you'll be hauling up your 12+ lb main battery, your motors at something like 0.5-1 lb each, your control system, AND your frame, along with any safety equipment you'll need to have (for example, a guard to keep fingers OUT of the props, as well as prop fragments out of spectators' limbs should something go horribly wrong). In addition to any scoring objects you wish to carry, of course.
R8 disallows any unsafe designs. This doesn't mean a helicopter is inherently unsafe, but it should be the most important consideration in your robot design.
Also, there may not be enough power available from the robot battery to build a feasible helicopter.

Not necessarily true. When you consider that the only required materials are electronics and a battery, you could build an efficient machine that hauls twenty+ pounds, though it would be rather difficult.
I hope we aren't the only ones building a tethered quadcopter, with a camera, for vision over the wall of scored totes. :rolleyes:
