For some reason when i turn my robot to teleop mode only one side of my robots talon motor controllers starts working and the other set just starts blinking.Any ideas?

Are you using PWM or CAN to control the Talons? Can you post your code? Does your robot work fine in autonomous?

Have you calibrated all 4 talons? Usually "phantom signals" are attributed to calibration issues.

You say the nonworking pair of Talons "starts" blinking when you enable the robot. What are they doing when the robot is disabled?
