Our electronics team is having problems connecting the D-link to the new power distribution board. How do we get power to the D-link?

Connect it to the port on the VRM that says "Radio Power."
See this (https://wpilib.screenstepslive.com/s/4485/m/24166/l/144971-wiring-the-2015-frc-control-system) for details.

Follow this guide (http://wpilib.screenstepslive.com/s/4485/m/24166/l/144971-wiring-the-2015-frc-control-system). Basically, the d-link is plugged into the Voltage Regulator Module, which in turn is plugged into one of the appropriate Weidmuller connectors on the Power Distribution Panel. (apparently triple ninja'd)

The difference is there is a supplied voltage regulator module this year which makes it so you don't need to use your own voltage regulator as we had to in previous years.
