I think I have been misreading 3.1.4 and G13. The blue box in 3.1.4 says "Drive Teams may not move ...". I had interpreted it as "Human Players can't move the RC/Totes".
However, I missed the middle of the blue box sentence where it says "onto their robot".
It seams the rule is: You can move them, especially to place the robot, but you can't rearrange them (swap the position of the RC/Tote). That makes much more sense. Some other teams at Week 0 had my original interpretation.

Pretty sure your original interpretation is the correct one. You can't move any of the game pieces prior to the match, other than removing the yellow totes from the field and having them placed behind the alliance wall.

Dear CD,
Do you think the rules allow you to position your robot in such a manner that it does not touch the totes but it has it's elevator arms positioned below the tote so that when autonomous period starts the robot can simply raise it's elevators arms to pick up the tote? That is the manner we are planning to operate in autonomous. Comments?

Please do note that that is only one situation. Not including the landfill zone...

There's no specific penalty, but G10 does apply to this situation. If you accidentally move a game piece once or twice over the course of a regional, you will probably be fine. However, if you move one every match in order to get your robot into position, the FTA and/or head referee is going to have a chat with your team about it.
