Not sure if an alliance could form that low or not. 1-9 certainly wouldn't be possible in the way that teams are numbered. I picked a random division and quickly added 3 teams up (yes, I know alliances are formed from 4 robots, but I didn't bother looking at each division).
And since everyone said false to less than 2000, I think I'll be OK.
Not sure what we'll do if two people are tied that went over on the team summing, maybe closest after that or have co-winners.
