I have looked at the threads and seen that you can power a roboRio with the 2014 Power Distribution board. My question is: can you use the 2015 pneumatics control module and voltage regulator with the 2014 power distribution board? If so, how?

Yes. Power them off a 20A breaker.
The 2014 PDB had specific regulated outputs on the end (cRio, radio, and camera as the intended use). The outputs on the end of the 2015 PDP are not regulated - their voltage goes up and down with the battery just like everything else. So that's why you can use the unregulated snap action breaker ports on the side of the 2014 PDB to power the 2015 control system, for non competition solutions.

Don't forget, you're going to need a 120 ohm terminating resistor on one end of the CAN bus. If the 2014 pdb is being used, there isn't a handy jumper selectable terminating resistor available.
And maybe this goes without saying, but you're going to need to use the roborio, instead of the crio on the robot, unless you can provide your own CAN interface and pcm libraries for the cRIO.
