The usual event cap is 40 teams, but now it has been reduced to 30 (https://my.usfirst.org/myarea/index.lasso?page=event_details&eid=17393 (Source)). What does this indicate? New game setup? Reservation of spots for rookies?

Reservation of spots for rookies (and late-registering teams). Happens every year at every event. Nothing to see here as far as game hints.

I think we can't discount the fact that there could be some game reason for lowering the cap. Perhaps a slightly longer match time, and so in order to make sure the number of matches that each team gets is relatively the same has it has been in the past they lower the overall number of teams at each event. Another point is why would they lower the cap for the registration at an event if there are more and more teams each year. Wouldn't they want to raise the cap on how many teams could sign up for an event?
The maximum capacity for most indoor swimming pools is 120 persons.
30 teams x 4 drive team members = 120 persons.
You can draw your own conclusions.

They didn't lower the cap, they increased the number of reserved spots. The events will still have ~40 teams in them once registration is over.

No hints have been given out yet however the most recent thing that I have seen towards the game. It was in the last blog and it really doesn't help you it just indicates that there may be obstacles or uneven surfaces.

Also, it's quite possible that some of the spots open up for 2nd event registration.
