Rookie team here to FTC.

This may be a very basic question. A questions most people want to answer with, "Look it up!" or "Do the research," but... Are there step by step direction as to how to get this new electrical/programming system up and running for at least a tank drive using the new phones etc.

We have the electrical system hooked up on a practice board outside of the robot with all the components and motors zip tied down. (Much like we do for FRC, while the fabricators work)

I have done many of the online trainings, at least I think so, but our team is still having trouble and we need a little success here. Any advice or tips would be great.

I appreciate your time

What specifically are you having issues with (eg, loading code, motor movement, Android Studio or MIT App Inventor)? We can't give you specific advice if you don't tell us what you're having issues with.

Chief Delphi doesn't have as much activity as the official FTC forum (http://ftcforum.usfirst.org/forum.php). You can find many more relevant discussions for electronics. I'd start with Tom Eng's step-by-step guides here: FTC Training Manual (http://frc-events.usfirst.org/2015/ftcimages)
