Did I download LabView incorrect? Because I am getting a different startup screen than usual. I attached a picture of the screen I get when opening it.

You didn't follow ALL the step in "Setting up the Development Environment"
You are only half way through.

That's the plain LabVIEW screen. You need to install the FRC Updates which contain the LabVIEW FRC additions as well as the Driver Station.
