Are District and Regional Events in the same category. Can you have 6 hours the week before the event to unbag and work on the robot?:D

No, they are not the same. The 6 hours only applies if you are in a district system, which Florida is not.

The current districts are:

FIRST Chesapeake (Maryland, Virginia, Washington D.C.)
Indiana
Michigan
FIRST Mid-Atlantic (Delaware, New Jersey, Pennsylvania east of Harrisburg)
New England (Connecticut, Maine, Massachusetts, New Hampshire, Rhode Island, Vermont)
North Carolina
Pacific Northwest (Alaska, Oregon, Washington)
Peachtree (Georgia)

See section 5.5 of the admin manual. It specifies that the following events have "Robot Access Periods" in the week leading up to their event:
Two-day district events for the 2016 season include:
■ FIRST Chesapeake District (DC, MD, VA)
■ FIRST in Michigan District (MI)
■ Indiana FIRST District (IN)
■ Mid-Atlantic Robotics District (DE, NJ, Eastern PA)
■ New England FIRST District (CT, MA, ME, NH, RI, VT)
■ North Carolina District (NC)
■ Pacific Northwest District (AK, OR, WA)
■ Peachtree District (GA)

This does NOT include any regionals.

And we're telling you there is no such thing prior to a regional event, only a district event. Please read section 5.5 of the admin manual, it explains this in much more detail.

Does anyone have a BoM like or knows where to find it? We never can find where to get the BoM

At regionals, you have Thursday to work on the robot. At districts, you have the access periods to make up the slack.
