Yes, it is possible. FMS will not block it as long as the port is open. Please look in the manual (https://firstfrc.blob.core.windows.net/frc2016manuals/GameManual/FRC-2016-game-manual.pdf) (2.4 The FIELD Management System) for ports. Also pay attention to how you address your webcam. There is a bandwidth cap.
