Is the Ni vision assistant gone. We used it in 2009 11 and 12. I don't see It anywhere in the LabVIEW tools this year

It is not gone. It should be installed with the Update I think. But it could be the DVD, not certain.

It comes with the NI software update (on the left here: https://decibel.ni.com/content/docs/DOC-46527 ). If you're doing labview you should have gotten it.
I'd check license manager; maybe you didn't activate it
